To make DDoS irrelevant you would need to move to peer-to-peer systems with replicated/seeded data - like ZeroNet and IPFS.       There are possible half ways solutions though. Adding seeding capability for static content built into the browser would reduce the efficacy of DDoS and also make server down time not so critical.
