The technical director of GCHQ's National Cyber Security Centre is an idiot. To make DDoS irrelevant you would need to move to peer-to-peer systems with replicated/seeded data - like ZeroNet and IPFS. Long term I think that's the way things will tend towards simply because it's the most optimal solution in terms of bandwidth and robustness. IPFS really could scale to a universe of things.In the short to medium term though there's a huge amount of inertia, and like trying to steer a supertanker the client/server paradigm is not going to go away easily.
