It is, but less so if you can say you were tricked or if you were forced. "We did not know this was a police operation when we identified X as related to you" will hold off customer defections up to a point.

I should point out that I'm not defending the police organizations that use this data in ways that were never authorized by the people involved. Sometimes "makes my job easier" is outweighed by the need to preserve people's freedoms. Anyone who went to a US high school should know this.
