Most WinXP users won't migrate. They'll continue to use WinXP until their computer breaks, then they'll buy a new computer with the latest !Windows OS and carry on. Some will pay for an upgrade to the latest Windows OS, because "they don't want to change" (not realizing that they DO need to learn a new OS, and it's just as difficult to switch from WinXP to Win8 as it is to !Linux).…

@chaslinux I started with !Debian in 1996, didn't use it much, played with SUSE in 2005, settled on !Ubuntu in 2007, and dropped !Windows entirely in 2009 (except on computers needed for work).

I'm installing !Linux !Mint with !Mate desktop for those who'll have it. I'm told #Elementary OS makes a nice !Windows substitute, but I've never used it.

!Linux and !Windows take about the same amount of effort to learn for someone who's never used a computer before. And it's really no more difficult to learn Linux if you're used to Windows. But my experience is that people who need to re-learn skills acquired on another system complain about it a lot more.
