      IMO, the Secretary of the Navy should have been fired immediately after reports of him bad-mouthing his (fired) subordinate leaked. I realize military people do not have the same rules are real life people, but once you fire someone, it becomes and HR issue and only HR is allowed to say anything (other than "$PERSON was an employee, but is no longer").
