     I'm assuming that these refer to illegal tax avoidance, rather than making use of tax deductions and tax credits that the law provides. An example of that would be the way large companies (Apple is one that comes to mind) will use a subsidiary in a low-tax rate country as a way to pay less money in taxes (both US taxes and overall).
