@xj9 Some ideas for an un-state flag:

 * A white flag with a picture of a white flag on it
 * A round red flag, like a big lollipop, either plain or with a white "U". Enough of them would look like a lollipop factory production line
 * A transparent flag. "This state is so hollow you can see right through it"
