@louis if GNU hadn't happened I think there still would be something similar to Free Software and that's because it can be classified as another form of commons based production which has a much longer history. Even before Stallman became well known there was "public domain" software, with the intention to keep the software within public control - like a public library service.

@louis Similar applies for schools. Why public organisations don't use more public software is an interesting question. I think partly it's ignorance, partly the heavy marketing of proprietary software companies versus almost no marketing for public software and just the simple inertia of "we've always used Windows".
