     @richardbaeck I think it's about keeping the lid on things. There's a lot of behind the scenes corruption which I think fundamentally depends on surveillance information, insider trading and so on. Long ago that was about control of colonies in the empire, but as the empire faded that fixation with rigging the moves of the game became internalised.
