   @mv I don't know if this is true of western states, but originally state constitutions had stronger protections anyway...at least for white people, which is why the 14th amendment exists.

   @mv your IMMI guy needs to do some research. The first amendment DOES protect against states. Most of the amendments have been encorporated into the 14th Amendment. Whether or not cities respect that is another story, but in court city will lose (unless passes "strict scrutiny")
