   @mv, @nrlucre and I talked to Tony of SFC today about #NEF and he said that really need to have a good idea of what groups would use money for. I know you just talked to Walton about joining (if you have yet today), but I guess that's the next step.

    but that being a violation is precisely my point. In theory, we don't know how our weapons would work in space. Hopefully we meant peaceful aliens and aren't complete dicks to them. I'm not optimistic about either.

    I'd have to look at the case law around it, but my guess is that war communications are "peaceful" because they are just communications. I assume spying could be justified in similar ways. I am unaware of any weapons testing in space. Has that happened? That would be a violation.

    I see there is a separate moon treaty, but if you look at the text of the 1967 treaty it says "The moon and other celestial bodies shall be used by all States Parties to the Treaty exclusively for peaceful purposes." -- I'm not sure what the later treaty was supposed to do.
