OK. 4 hours just to get ::getTaggerWeight() to be allowed in compiled code while also allowing ITrackToVertexIPEstimator to be used in compilation. FANTASTIC. The solution: Use AthDerivation, not AthAnalysis. Thank God it was obvious in hindsight.

As of the latest Athena conundrum, we have moved from "Lacuna Coil" to "Evanescence". That is not a good progression.

In order to get the tag weight for a jet, I have to use AthAnalysis in 21.2, but if I want to compute the distance from the tracks to the interaction point, I have to use Athena 21.3.
