@bob Are they paying attention to the other side? If there are well-paying jobs available and not enough takers, employers themselves will offer training, incentives, and possibly even offer transportation to widen their recruiting area. If not, one can spend a decade doing apprenticeships and vocational school without ever getting a non-subsidized job.

@bob I've noticed the desire for ready made employees, but I've also seen brief, localized times when employers were hiring and training anyone they could get, even providing bus rides from low-income neighborhoods to bulk up the labor pool.
