There is also "Maps.me" but it isn't quite as clearly !FOSS, because it has unclear license of artwork as I understand it, and whatever else they list in this thread: https://github.com/mapsme/omim/issues/85 -

It's only OsmAnd in Google Play that has the arbitrary 10 country limit: https://wiki.openstreetmap.org/wiki/OsmAnd#Download_.26_installation
If you feel bad about not paying for a limitless version, do like me and other !mappers and contribute to https://openstreetmap.org :D -
