I agree, the IETF's forte is not writing copyright licenses. IMHO they'd be better off adopting one of the existing standard licenses such as GFDL or CC. Those have been carefully crafted by professionals skilled in copyright licensing precisely to avoid the ambiguity of applying copyright in order to grant FAIF distribution licenses.
