Partly I think because they're not smart enough to cover up or get out of the cold when they start getting frostbite. Silly babies! -

Since volume goes up by x^3, and SA goes up by x^2, I think the heat-gen-to-heat-loss of an animal goes up by x. -

I figure also that heat generation is probably localized, so the problem happens more with extremities like toes and ears and noses. -
