    technically speaking, doesn't repeal 13th, but it would mean Congress couldn't pass laws against slavery. I'm not sure how that would play out.

    I think it's less important that I actually believe the assertion at face value or that it might be flawed. For example, you might say the very institutions I cite are not "capitalism," but the point is that we have something where there are clear sides.
