He's right that people are flushing toilets multiple times to dispose of waste that formerly would have gone down the first time * . That's a common complaint from people who have lived in places with pre-1992 fixtures. But these rules were based on laws passed by Congress. If we think they are not working, we need to go back to Congress to change the laws.
* This was a common complaint that @sean made, but he thought it was Midwest only, instead of nationwide. I assure you, it is common in parts of SoCal, too.
