Yes, yes it is. A few decades ago, when I was a business major, I learned that study after study had shown that the standard hiring process tended to weed out the best candidates along with the worst. (In particular, experience was found to have only a very small correlation with future performance. My instructor speculated that it was because (A) just because someone did a job and references claim the person did it well does not mean they actually did the job well.; (B) every organization is different, so experience in company 1 does not necessarily mean that performance will be good in company 2; (C) a person that has not had the opportunity to perform a particular job may or may not be a top performer at that job, but not having that opportunity only means they have not had the chance (yet).
