Okay, boot loop slowed, so I was able to call for provisioning ... phone rebooted after 1-2 minutes of use, but was able to complete it on the 3rd call. The # was okay until # 10.3.0, and then immediately started having severe battery life issues.

Taking a little break and then comes the actual set up of the new phone and attempting to wipe the old one before shipping it back.

I realize that much of this is the agency's "enterprise" set up, but I've never heard of an # user going through so many steps and stages to get a phone working.
