A very bad strategy. No governor wants the their National Guard units to actually shoot people. They want to contain the destruction, so that rioters eventually run out of stuff to destroy and go back home. Likewise, no president wants the Army to shoot people.

And no soldier wants to be told to shoot his / her own nation's citizens, so there's a huge risk of disobedience.

The better strategy would be to send # in with arrest warrants for the other police officers involved in #'s death (and the police officers involved in #'s death) and keep them confined while building a case against them.
