Newest # instructions from $EMPLOYER say that some employees are eligible, but they must:
* be fully focused on work; if they’re caring for children, they need to take leave or sick time;
* be preapproved for telework;
* log into the Microsoft “Skype for Business” IM client and be “available” at all times during the work day.

I think the easier way to do this is to just go by work output. I realize that (like most government organizations) the agency has a Theory X management orientation (employees are lazy and must be watched closely to make sure they work), but sometimes you just have to trust that your workforce contains enough people who are motivated and hardworking.
