That way users who sign-up for an account can be forewarned that some content has been expressly excluded.
I dunno. Just sounds like the appropriate thing to do, and then that way users can decide if they want to stay or leave (or sign up somewhere else).
While we're at it, there should probably be a whitelist only option. Say a Company wants to deploy GNU Social in-house. They may only want to federate with other GNU Social nodes from their partners or subsidiaries.
