I read about decimal time back in 1970. The time of Earth's rotation is divided in to 1000 chrons, and a full Earth rotation is a kilochron. Even made a clockface with 5 major divisions marking each 100 chron interval for the short hand, and 8 minor divisions marking approximately 5 chron intervals for the long hand. Sadly, the mechanics conventional clocks means that the long hand sweeps 41.67 chrons in one rotation, not easily divided on the clock face. Fixing the gear ratios of the clock was a bit beyond me.
