It's the electoral system. With forty candidates running for mayor and the winner decided by a plurality (not a majority), 53% of the votes in Toronto were actually *against* Rob Ford. In retrospect, I find that a very low number. I think the next Mayoral election in Toronto is to be done with a ranked ballot. With second and third choices are counted equally with first choices, the successful candidate will have at least 50%+1 of the votes. !ElectoralReform But no, I can't explain Rob Ford.
