1. It doesn't need to load the same messages more than once, because it caches them locally.
2. Just the same way it caches attachments, or you may restrict attachments syncing to WiFi only (this is default setting).
3. You decide on frequency of syncing. Or you may disable automatic syncing and only sync manually.
So while you are on the go you can enjoy reading posts, viewing attached images and even posting (delayed) with zero traffic, i.e. even offline.
